Criminal Law and White-Collar Offences

In criminal cases involving company officers, business figures or public officials, the challenge usually begins long before any decision on whether to file an indictment. From the preliminary examination or first investigation onward, the mere existence of the proceeding can affect the client's reputation, business relationships, ability to remain in office, and public and professional standing.

Ilan Bombach & Co. represents suspects and defendants in white-collar matters, economic offences and sensitive criminal cases. The firm's work begins with preparation for questioning and representation from the earliest stages of an investigation, and continues through detention proceedings, pre-indictment hearings, forfeiture proceedings and full representation before the courts.

What we handle

  • Representation before commissions of inquiry and review committees: Ilan Bombach represents key figures in matters of national importance, including senior IDF officers and senior figures in the defence establishment and public service.
  • Fraud, bribery and breach of trust: representation in sensitive matters at the intersection of the public and business sectors.
  • Criminal aspects of regulation, planning and building: defence in cases that intersect with administrative law, including building violations, business licensing and municipal regulation.
  • Money laundering and economic offences: dealing with the Prohibition on Money Laundering Law, complex forfeiture proceedings and financial sanctions.
  • Securities and antitrust: representation of executives and directors in criminal cases and in disputes with the Competition Authority and the Israel Securities Authority.
  • Tax and customs offences: representation in tax, VAT and customs proceedings involving the Israel Tax Authority, including settlement negotiations and efforts to secure case closure.
  • Sexual offences and particularly sensitive matters: handled with the utmost sensitivity and discretion.
  • Disciplinary law and professional ethics: representation of doctors, lawyers, accountants and other professionals before disciplinary tribunals and in proceedings accompanying criminal or regulatory exposure.
  • Unannounced investigations and arrests: immediate representation from the first hours following a summons for questioning or an arrest.

More than three decades of experience

The firm is led by Ilan Bombach, one of Israel's leading litigators, with more than 30 years of experience and many hundreds of appearances before the Supreme Court. Over the years, he has represented clients in some of Israel's most sensitive and complex criminal, public and regulatory proceedings.

His clients have included a prime minister, government ministers, senior figures in the public service, senior IDF officers, international corporations, chief executives of leading companies, officers and Israeli and foreign business figures. That experience allows him to read the map of risks and interests in real time, and to act in cases where every legal decision may also affect the client's public standing, business activity and ability to remain in post.

Alongside his work as a litigator, his service as a reserve officer with the IDF Military Defense has given him further experience in criminal proceedings within the military justice system. This combination enables the firm to handle cases in which criminal proceedings intersect with public law, regulation, professional discipline and continued tenure in office.

From the first stages of an investigation

The first account given in questioning, the documents put before the investigator and the way a suspect responds can shape the course of the case. Preparation should therefore begin when the summons arrives or the examination becomes known — not only once an indictment has been drafted.

Ilan Bombach personally leads the substantive stages: preparation for questioning and dealings with the Israel Police's Lahav 433 unit, the Israel Tax Authority, the Israel Securities Authority and other enforcement bodies; detention and pre-indictment hearing proceedings; and representation before the courts. In many cases the work done at these stages bears directly on whether a file is closed, a hearing is held, or an indictment is filed.

Where a proceeding also carries public, media or regulatory consequences, the firm takes account of the interplay between those arenas, on the understanding that action in one may affect the client's position in all the others.
